The U.S. Department of Defense created the National Stock Number system in order to create a uniform naming system for all the components that are sourced, stocked, and procured within the federal supply system. NSNs are 13 digit serial numbers that classify and describe an item. Within the NSN are the smaller classification numbers, Federal Supply Group, Federal Supply Class, country code, and National Item Identification Number. Typically in the format, XXXX-XX-XXXXXXX, the first two digits of the NSN are the Federal Supply Group. The following two digits are the Federal Supply Class. The FSG and the FSC can be referenced in the Department of Defense’s H2 handbook.

Federal supply group 38 is for construction, mining, excavating, and highway maintenance equipment. Some examples of equipment in this group are scrapers, cranes, graders, and dredges. Units in this supply group can be massive as they are built for moving earth by the ton or winching supplies to the top of buildings. The group is broken into two federal supply classes: 3805 earth moving and excavating equipment; and 3810 cranes and crane shovels. Some examples of manufactures in this federal supply group are: Terex, Blue Bird Corporation, Miller Industries, Caterpillar, and Harrington Hoists Inc.

Tractors are excluded from this group as they are in their own group number 24. As far as procurement for this group goes, equipment is often leased rather than purchased outright. Telescopic cranes that reach heights of over 200 meters are rarely needed, so it makes more sense to lease them under contract. Other equipment in this group such as dredges often need parts replaced because of the workload they experience.
